The story takes place several years after the events of the first film. A new transfer student named Akira Nikaido (played by Kenta Kiritani) tries to make friends. However, he's immediately absorbed into the complex web of delinquents and yakuza in the area. Akira, attempting to break into the notorious "White Hawks" gang, finds himself in a world rife with turf wars, internal power struggles, and more.
